Controller not reading in all characters of a file

Symptoms:

On a SNAP-PAC-R1 (GEN2) controller, when a COM handle to a file is opened, it should report the total number of characters that have not been read yet and keep track of how many characters are left to read.

With this issue, when you view the COM handle value through the Inspect dialog, it may show a smaller value. This results in the following behaviors:

When trying to read the entire file, it may appear that no more characters are waiting when there are more characters to read.
If attempting to read the entire file, the end of the file may not be read.

Resolution:
